Would PNG be a better place if it was still am Australian Territory?

I lived in Papua New Guinea for 1 year in 77/78. It was not long after it was made independant by the Whitlam regime. The time I spent there was enjoyable and at the time the country was a rather friendly place. There was and still is huge potential in the natural resources and people. Talking to a few friends I still have there and reading the latest news shows that PNG is on a not so slow spiral into central american style banana republic. The rule of law is almost non existant, the wantok culture dominates and corruption is everywhere.

May people have argued that PNG was made independant before it was ready, some say it should have remained an Australian territory indefinately, either of these things would have made the life and prospects for the average person there much better. A new study makes an arguement that the longer a country was colonised the better the life of the inhabitants now. I am sure that this is applicable in the sorry case to our north.

Bracks, Big Kev and Drink Driving

I have been allowing the Moslem lunatics engage my blogging too much of late, so I'll change the subject for a while. The Victoria police ability to do their job (catch crooks) has been steadily eroded since the Cain government installed Kel Glare as Chief Commissioner, this was a man who claimed as one of his qualifications was running the Russell St dining room. Jeff Kennett could have stopped the rot, however he was too concerned with selling off the siverware to notice the deterioration of the force.

Bracks and his cronies decided that the police force (and the judiciary) would be better used as a social engineering agency rather than a crime fighting operation. To this end they employed Christine Nixon to oversee the change of roles. She has promoted many like minded people who are actively engaged in the task.

As the police still have to been seen as a crime fighting force while not actually chasing crooks, they and the government have had to elevate other offences to the status of crimes. The one that seems to work best is catching "Drink Drivers, Hoons and Speeding Drivers". Not a week goes by without some press release deploring the number of people caught drink driving. The media never look at the issue critically because it suits them to have quick easy headlines.

The trouble is how drink driving is defined, when the testing was done to ascertain what alchohol level affected peoples ability to drive the results showed that thelevel was between .05 and .08, because of that different states adopted different levels at the time. Victoria chose to err on the side of caution and chose .05. however as there was this variation in the level the law did allow for some discretion on the part of the testing officers and the courts. Unfortunately some high profile people who persuaded the courts to use their discretion ended up on current affairs shows and newspapers. Their cases were presented as two laws - one for the rich and one for the rest, good tv ratings. The reporters omitted to say that this discretion was often shown by testing police and the courts to many people rich and poor. After the Daryl Somers case the government wanted to look tough and removed the ability for police and the courts to exercise discretion.

The next step was once you had to be above .05, the Bracks gov in wanting to look like they were doing something changed it to .05 and above, as a result many people who would have once been warned were charged with drink driving. Result? Headlines - Police deplore large number of drink drivers. The fact is most people who are charged are either right on or fractionally over the legal limit not so long ago they would have been warned to be more careful, now they are dangerous criminals. The police and the gov seem to be doing something and it distracts attention from the real problems.

I MUST STATE THAT I HAVE NEVER BEEN CHARGED OR CONVICTED OF DRIVING OVER THE LEGAL LIMIT AND I DO NOT APPROVE OF DRIVING WHILE INTOXICATED. However what is happening in Victoria is not reasonable or right. It will not improve road safety give the gov and the police something to crow about.

It is obvious to any reasoning person that totalitarian regimes murder their own citzens on a massive scale. The USSR, China, Nth Korea, Cuba, Kampuchea.......the list goes on and on, socialism was the common theme in these regimes. I cannot see an Islamic reformation on the horizon and short of having one forced upon it, Islam will continue to be a scourge on all who live under it or alongside it.
